A workflow used to start by hand, on a schedule, or when an inspection was submitted, work went overdue or a certification ran out. Now it can also start when someone finishes a training, when someone is added, when an incident report is turned in, when a meter passes a number, and when a certification is about to run out.
The picture is a workflow that starts when someone's certification runs out. It tells the person, then asks whoever manages work there to sign that the person is off that work until it's renewed. The "about to run out" start works the same way, a number of days before.
Workflows run as the person who set them up, and a test run shows what each step would do before you publish.
